A large share of the lots we build on are not flat. Draper benches, Suncrest, the Cottonwood foothills, Emigration Canyon — the ground falls away from the back door, and a single-level deck either floats twelve feet in the air or dies at a wall of dirt. The answer is usually a multi-level build: an upper deck off the kitchen, a stair run, and a lower terrace that meets grade.
Multi-level work is where deck building stops being carpentry and starts being structure. Here is what changes on a slope, what code requires, and what it costs.
Why hillside lots want more than one level
- Usable height. A deck more than about 8 feet off grade feels like a balcony. Stepping down splits that into two rooms that both feel grounded.
- Cheaper than fill. Trucking in and compacting fill to flatten a yard routinely costs more than the entire lower deck.
- Zoning. Some cities count tall single-level structures differently for setback and height. Stepping down often keeps you inside the easy path.
- Sun and wind. Upper level for morning coffee, lower level tucked out of the canyon wind for evenings.
Footings and frost depth on a slope
Frost depth along the Wasatch Front runs 30 inches in the valley and deeper as you climb — Park City jurisdictions commonly require 36 inches or more. On a slope, frost depth is measured from the downhill grade at the footing, not from the uphill side. That single detail is the most common thing we find wrong on failed DIY hillside decks.
- Footings must bear on undisturbed native soil, never on fill or on a previous excavation backfill.
- Sonotube diameter grows with tributary load; tall posts carrying two levels often need 18 or 24 inch footings rather than the usual 12.
- Posts over about 8 feet need lateral bracing — knee braces or a braced bay — to handle side load.
- On steep grade we frequently step footings down the hill rather than pouring one deep monster.
If the slope is steep enough that footings would undermine each other, an engineer's stamp is required. Most Wasatch Front cities ask for one whenever the deck exceeds roughly 10 feet above grade or sits above a retaining wall.
Stairs, landings, and the code that governs them
Stairs are the part homeowners underestimate. A single 12-foot drop is not one stair run — it is two runs and a landing.

The 3/8 inch riser variation rule is what fails inspections. On a slope the bottom riser lands on sloped ground, so we pour a concrete pad or set a landing frame to give the last step a true, level surface.
Drainage and what lives under the deck
Water moves downhill toward your foundation, and a deck changes how it gets there. On every hillside build we look at three things:
- Positive slope away from the house maintained under the deck — never let a deck become a flat catch basin against the foundation.
- Whether the lower level should be a dry space. An under-deck drainage ceiling turns the area beneath the upper level into usable covered patio, which is often the best value add on the whole project.
- Gravel and fabric versus concrete under the lower level. Gravel breathes and drains; concrete looks finished but needs its own slope and a plan for snowmelt.
What a multi-level hillside deck costs
Multi-level work carries a real premium over a flat-yard deck of the same total square footage — typically 25 to 45 percent. The extra is in excavation, taller posts, larger footings, framing the second level, and the stair run itself.

Timeline expectations
Plan on a longer runway than a flat build. Permit review on a hillside frequently triggers a second look from a plans examiner, and engineering adds one to three weeks up front.
